I once visited BT's Network Operations Centre at Oswestry. They showed connections to various "Other Licensed Operators" as being somewhere out in the Irish Sea & the Atlantic.

I'm at home now,North Yorkshire,but for the last 2 weeks i have been working on an offshore oil & gas production platform.
But......the ISP should be coming from the Netherlands,
I work for Shell.

I believe that is the default location for IP's that did not fully trace...
